VPN for Indonesia: privacy, access and setup before you fly

Indonesia’s internet is mostly open, but a VPN helps with blocked adult content and gambling sites.

Before departure

What internet access in Indonesia means for travellers

Indonesia’s internet is largely unrestricted for travellers, but a few categories are blocked. The government filters adult content and gambling sites, and Reddit can be intermittently inaccessible. For most browsing, social media, and messaging, you won’t need a VPN. However, if you plan to access the blocked services or want a consistent connection to Reddit, a VPN is a simple solution. The country has low censorship severity overall, so you can rely on your usual online habits with only occasional hiccups.

Using a VPN in Indonesia is legal, but be aware of the Electronic Information and Transactions (ITE) Law, which can be used to prosecute online activities that are deemed illegal. The Ministry of Communication also has the authority to block content. Stick to lawful browsing and avoid any activity that violates local regulations. A VPN is a tool for privacy, not for evading Indonesian law.

VPN rules and online privacy in Indonesia

Indonesia’s primary digital legislation is the Electronic Information and Transactions Law, known as the ITE Law. It criminalises online defamation, hate speech, and the distribution of prohibited content. The Ministry of Communication and Informatics can order the blocking of websites that violate these rules. While the law does not specifically regulate VPN use, it has been applied broadly to online behaviour.

For travellers, the practical risk is low if you avoid posting defamatory material or accessing clearly illegal content. The government does not conduct mass surveillance of tourists. Your privacy is generally protected, but the ITE Law means that any online activity that breaks local rules could have consequences. A VPN encrypts your traffic, which helps shield your browsing from casual monitoring by ISPs or third parties. It does not make you immune to prosecution under the ITE Law if you engage in illegal acts online.

Internet rules and enforcement can change. Check current official advice and local law before travelling. A VPN does not make prohibited activity lawful.

Arrival checklist

Set up mobile data and a VPN for Indonesia

If you choose to use a VPN, pick a provider that does not keep logs and offers strong encryption. Indonesia’s major ISPs, including Telkom Indonesia (IndiHome) and Indosat Ooredoo, do not throttle VPN traffic, so performance should be reliable. Download and set up the VPN before you travel to avoid any issues with blocked app stores. Test the connection on arrival to ensure it works with your hotel or café Wi-Fi.

  1. Install the eSIM and VPN while you still have a trusted connection in Singapore.
  2. Save the eSIM instructions and important booking details for offline access.
  3. After landing, test normal mobile data before switching on the VPN.
  4. If performance drops, change one VPN setting at a time so you can identify the cause.

Catalogue availability can depend on location, account region, licensing and the service's own rules. A VPN can change the apparent network location, but cannot guarantee access.
